KUPPET Leaders Engage TSC and SHA as New Teacher Medical Cover Reforms Take Effect
Thomas Odhiambo, Executive Secretary of the Homa Bay branch of the Kenya Union of Post Primary Education Teachers (KUPPET), was among the 47 Executive Secretaries who participated in a high-level engagement with the Teachers Service Commission (TSC) and the Social Health Authority (SHA) to address the delivery of teachers’ medical cover.
Following the communiqué of 23rd April 2026, the retreat adopted binding resolutions under the Public Officers Medical Scheme Fund (POMSF). The Last Expense Benefit is now operational at KES 300,000, with 160 claims already processed and a commitment to settle future claims within 48 hours. The Ex-Gratia Management Framework has been fully implemented, while access to overseas treatment has been expanded through contracted facilities in Turkey, India, and Saudi Arabia. IVF services are also available through designated local providers.
Tariff locking has been withdrawn, and facilities have been directed not to charge any co-payments during the ongoing transition period. A four-week nationwide negotiation process is underway to agree on tariffs with over 3,500 health facilities, after which only compliant providers will be retained under the scheme.
The walk-in, walk-out service model remains in force, supported by continuous contracting of facilities that meet required standards. County TSC structures have been reactivated to handle emerging issues locally, while further consultations at the national level are planned to address outstanding concerns.
Additional measures include the publication of contracted facilities, strengthened audit systems, and cost-control mechanisms to safeguard both teachers and public resources. Teachers with chronic conditions will receive a full month’s medication, and assistive devices remain covered under the scheme.
These measures are intended to strengthen service delivery and ensure that teachers access reliable and efficient healthcare in line with the objectives of Universal Health Coverage.
